Randy Pirtle, NE District Extension Director
Randy has served as District Director since June 2014. Prior to that he was the Ag Educator/CED of Washington County beginning in 1987. Randy started his career with the OSU Extension Service in 1985 as the 4-H Educator in Washington County. He is a graduate from Oklahoma State University with a BS in animal science and a MS in Ag Education. Randy is married and has two daughters. His wife Susan works in Orthopedic Medicine, his oldest daughter Aspen teaches Ag in Illinois and his youngest Daughter Cassie is attending Veterinary School at OSU.
Nancy Arnett, NE District 4-H Program Specialist
Nancy is a native of Stilwell, Oklahoma who enjoys working with people of all ages. She began her career as an educator 20 years ago teaching Chemistry in public schools. She came to work for OSU Extension in 2005, first as an FCS/4-H Educator in Adair County and now as the Northeast District 4-H Program Specialist.
She is the mother of three boys, Derek, Jeremy and William. She has received 3 degrees from Northeastern State University; a BS in Science Education with a Chemistry Emphasis; a BS in Human & Family Development and a MS in College Teaching-Student Personnel Services. She enjoys her job tremendously and loves helping 4-H members, families, volunteers and educators. She strives to always "Make the Best Better".
Brenda Miller, NE District FCS Program Specialist
Brenda is responsible for FCS Educators in 21 counties in the NE part of Oklahoma. She earned a BS in Home Economics Education & Community Service and an MS in Family Sciences from Oklahoma State University. Brenda is a Team Leader for the Family Economic Well-Being Impact Team consisting of 18 educators across the state. This team strives to "Strengthen Oklahoma Families" using many different avenues to teach them how to increase savings and decrease debt.
Brenda and her husband Billy live near Henryetta. They have two sons, Brandon who is an educator at Connors State University and Blake who is currently attending Oklahoma State University.

Scott Clawson- Area Agriculture Economist
Scott grew up on a diversified livestock operation in El Reno, OK. His extension programs are broad, covering farm financial management and livestock marketing among many other areas. With hands on experience in Ag lending and livestock production, Scott hopes to assist producers in Northeast Oklahoma with advice on day to day farm and ranch management. He holds an AS degree in Agriculture from Connors State College;
Brian Pugh - Area Agronomy Specialist
Brian received his BS in Animal Science and MS in Crop, Soil and Environmental Science from the University of Arkansas. He joined the OSU Extension team in 2004. He previously served as the Haskell County Ag/4-H Educator and CED for nearly 8 years before moving to his current position in April of 2012.
Earl Ward - Area Livestock Specialist
Earl is a native of Durant, OK and was raised producing and showing lambs, steers and heifers. While obtaining his Bachelor's Degree in Animal Science from OSU, he worked for OSU Peanut Research, interned with Leachman Cattle Company in Billings, MT and worked for the Perry Farmer's Cooperative in Perry, OK running the feedmill and warehouse. Upon graduation, Earl headed north to South Dakota State University where he received his Master's Degree in Ruminant Nutrition, with his research focused on limit-feeding barley to cows and Sulfur toxicity in steers. After SDSU, he worked for MFA Inc. in Milan, MO as a feed salesman and from 208 to 2013 he worked for Mid-America Inc. in Talala, OK.
Earl and his wife, Tanya, live in Oologah, OK with their two rowdy boys, Cash and Case.
Barry Whitworth, D.V.M. - Area Food-Animal Quality & Health Specialist
(serves the NE & SE Districts, housed in the SE Area Office)
Dr. Whitworth is a 1990 graduate of the College of Veterinary Medicine at Oklahoma State University. The first 10 years of his career were spend in mixed animal practices in Southeastern and Southwestern Oklahoma. The past 14 years, he owned and operated Animal Health Services in Byng, OK.
Josh Payne, Ph.D. - State Poultry Specialist
Dr. Josh Payne grew up on a livestock production farm in Mountain Home, Arkansas. He received a B.S. in Agriculture from Arkansas State University; a M.S. in Poultry Science from the University of Arkansas and a Ph.D. in Poultry and Animal Science from North Carolina State University. In 2005, he accepted a position with Oklahoma State University (OSU) serving as the Extension Animal Waste Management Specialist and later Adjunct Associate Professor within the Biosystems and Agricultural Engineering Department. In 2015, he joined the OSU Animal Science faculty becoming the State Extension Poultry Specialist.
Dr. Payne develops educational outreach programs for commercial and small flock poultry production while providing training and support for County Educators. He also serves as coordinator for the state’s Poultry Waste Management Education Program. His research and extension activities focus on pathogen control, animal mortality management, soil fertility, nutrient management and water quality as they relate to agricultural productivity and environmental quality.
